The staff is extremely knowledge, and courteous. I never feel as if I'm being rushed, no matter how simple or complex the procedure. I would highly recommend Dr. Cesar to all my family & friends.

I have truthfully never had a worst experience with a dental office in my life. Dr. Cesar has repeatedly treated me in an abusive and unprofessional manner. When I went for my appointment I (patiently) waited 30 minutes after my appointment time to be seen. I have never had the dentist conduct a cleaning before, but Dr. Cesar seems to not use hygienists for his cleanings and does them all himself. Dr. Cesar told me I had many cavities, especially in posterior regions. Unfortunately, because of insurance limits, I was only able to get two filled, and scheduled to come back to do so. At this time Dr. Cesar gave me a 'prospective breakdown' of the costs of each procedure (Xrays, cleaning, and filling). When I came back was when the real red flags began to show. Dr. Cesar asked me why I was so nervous, and I said just from anticipation of the pain. Dr. Cesar suggested that I skip the Novocaine injection and be drilled without being numbed. I said I was not comfortable with this. Dr. Cesar then spent 5 minutes arguing with me about numbing my mouth before drilling. It took a lot of advocacy on my part to receive the numbing medication, which I was also told was included in the price of the filling.

I do not understand why, after saying definitively I wanted to be numbed, that it was then an argument as to whether Dr. Cesar would do so. While drilling, with instruments in my mouth, Dr. Cesar said he 'found another cavity' and would be filling it as well. As much as I could, speaking around the instruments, I said 'no thank you, I cannot afford that'. I was not comfortable consenting to something in the midst of a procedure. After another argument, Dr. Cesar said he would 'fill this cavity free of charge'. While I have no proof this happened, I appreciate if this was done, but did not appreciate the lack of informed consent. Once the drilling was over, I requested an invoice as my mother had kindly agreed to pay for my procedure as a Christmas present. I also wanted a breakdown of charges for my record. Dr. Cesar then became visibly upset, saying that payment was due up front and that I was being disrespectful to his office. This expectations was not communicated on any of the consent forms that I signed, nor was I verbally informed by any of the office staff. 'I don't know why you would think you don't have to pay' Dr. Cesar said, to which I calmly informed him I understood I would have a bill and would be paying for it with a check from a family member. I did not, however, receive an invoice or a visit summary. Dr. Cesar told me if I wanted these that 'I could speak to my insurance, we don't do that here'. This was my first experience in any healthcare setting where a visit summary request was not fulfilled by the office.

Later, when contacting him about getting a statement for my (mother's) credit card company to verify the charges, Dr. Cesar told me I was wasting his time and 'being a pain' when asking for this. Needless to say, I was not going back. I am now looking to return to a previous dentist in CT. I requested my Xrays from Dr. Cesar, and he sent me a forward image of my mouth, but no images with a posterior view (known as 'bitewings'). My CT dentist said he would need these, so I called Dr. Cesar's office to request them. After being hung up on, Dr. Cesar got on the phone to tell me how 'awful' I was and I needed to 'stop bothering him' because he is sick of being 'at war' with me. I calmly asked why requesting my images is war-like, to which he said he did not have bitewing images. With the amount of posterior cavities he told me I had, however, I am curious why he would not have taken images that were clearly necessary. Dr. Cesar was rude, unhelpful, and inappropriate. I would never expect to be treated as poorly as I was at Dr. Cesar's office, and am sad that a provider would treat his clients in such a way. I would never go back, and worry about those who are potentially being taken advantage of here.
